Recently, the Chinese Football Association 2020 season professional league new deal officially released. To further interpret and improve the various league policies and regulatory measures, yesterday, the China Football Association professional league policy seminar was held in Shanghai, including a number of management members of the Chinese Super League and China A club.
Football Association Secretary General Liu Yi admitted at the meeting that the Chinese professional football league has been in the 26 years, but did not achieve good results. \"In 26 years, hundreds of businesses have dropped out of the league. Because our league is neither a good business nor a good business, neither economic nor human. He concluded that the drawback of Chinese football is the lack of a comprehensive, systematic and long-term planning and design, and the failure to continuously train outstanding football talents for the national team.
Liu showed a chart of the number of Chinese players in the top 20 on the scorers'list each season for the Chinese Super League and the A-League for 20 years. As can be seen from this chart, the number of Chinese players in the top 20 in 2005 and 2006 was the highest, at 14. Since 2012, the number of chinese players on the list has fallen sharply. The contrast is startling.
Mr liu points out that \"2012 was a watershed year \"and attributes it to a sharp drop in the number of goals for chinese players as he buys high levels of foreign aid such as hongka. In 2012, only two Chinese players were on the list; three in 2013; one in 2014; two in 2015; two in 2016; one in 2017; and two in 2018.
A direct result of this is a sharp decline in national team levels. Therefore, if the professional league and the national team are to establish a healthy interaction, a future move is to improve the level of league governance, both to protect and not to over-protect Chinese players. Liu stressed that \"the top priority is a clear division of labour between the Chinese Football Association and the Professional League Council.\"
In the new deal introduced by the Football Association, the policy on U21 players is one of the focus of attention. \"I think our new deal holds two principles for young players, one is to remain mobile and give young players more opportunities to play,\" Liu explained. We also found in a large number of surveys that young players can have a negative effect if they are overpaid in their first contract. So the second thing is to keep them hungry, and we've set up a small salary cap (U21 players earn no more than 300,000 yuan a year before tax) to encourage them to try and get through it.
The adjustment of foreign aid policy is also a bright spot in the new policy, the new season, foreign aid to implement the five-on-four policy, the new pay tax after the top 3 million euros. Asked about the decision-making, Mr Liu said:\" The foreign aid policy has always been a very tangled policy in the Chinese professional league, and this new policy we consider to keep good clubs competitive in the Asian Champions League, the four foreign aid policies in the Asian Champions League will not change fundamentally in the coming season, we hope to be competitive enough to participate in the Asian Champions League club; secondly, we should consider how to balance the daily price of domestic aid in the cost-limiting area. So we add an extra foreign aid, can give a certain squeeze on the price of internal aid; third, the limit of 3 million euros, we have an extra foreign aid,40% of the field is foreign aid, we can strengthen the intensity of the game, and increase the net game time. In the past, when the price of foreign aid came, it was when the domestic midfielder disappeared. We have done research, some clubs take 80% of the total wage consumption. If we're going to help the club effectively contain the investment bubble, we need to consider it in many ways.
After the introduction of the policy, to ensure its effective implementation, cannot be separated from regulation. Mr liu promised to adopt very strict but reasonable regulatory measures in the future. \"This afternoon, the club representatives and the team of experts are going to discuss the next step, and China's national conditions are different, and we are coordinating with the Ministry of Public Security, the General Administration of Taxation, the Administration of Foreign Affairs and so on to let other administrative departments cooperate with our supervision. According to China's unique cultural and political background, we will work out an effective financial cost control scheme.
