Xinhua News Agency, Beijing, January 5(Xinhua)-- The CPC Central Committee recently issued the \"Regulations on the Work of Grass-roots Organizations in State-owned Enterprises of the Communist Party of China (for Trial Implementation)\"(hereinafter referred to as the\" Regulations \"), and issued a circular requesting all departments in various regions to conscientiously comply with them.
The circular points out that state-owned enterprises are the important material and political basis of socialism with Chinese characteristics and the important pillar and rely on strength for the Party to govern and rejuvenate the country. Adhering to the Party's leadership and strengthening the Party's construction are the \"root\" and \"soul\" of the state-owned enterprises, and are the glorious traditions and unique advantages of the state-owned enterprises in our country. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, the Regulations thoroughly implement the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary sessions of the 19th CPC Central Committee, implement the requirements of the Party Constitution, and make comprehensive norms on the work of the Party organizations of state-owned enterprises, which is the basic guideline for strengthening the Party building of state-owned enterprises in the new era.
The circular calls for the Party committees and party groups at all levels to proceed from consolidating the Party's ruling foundation, take the party building of state-owned enterprises as an important task of administering the Party and take vigorous measures to strengthen the implementation of their responsibilities, and promote the implementation of the Regulations to achieve practical results. We must do a good job in the study, publicity and implementation of the Regulations, and make Party organizations at all levels, especially party organizations in state-owned enterprises and party members and cadres, thoroughly understand the spirit of the Regulations, comprehensively grasp the contents of the Regulations, and strictly abide by and implement the provisions of the Regulations through concentrated study and special discussion. The Central Organization Department shall, together with other relevant departments, strengthen supervision and guidance to ensure the implementation of the provisions of the Regulations. Important information and suggestions made by departments in various regions in the implementation of the Regulations should be promptly reported to the Party Central Committee.
Article 1 These Regulations are formulated in accordance with the Constitution of the Communist Party of China and relevant laws in order to thoroughly implement Xi Jinping's socialist ideology with Chinese characteristics in the new era, implement the general requirements for party building in the new era and the Party's organizational line in the new era, uphold and strengthen the Party's overall leadership over state-owned enterprises, improve the quality of party building in state-owned enterprises and promote the high-quality development of state-owned enterprises.
Article 2 Party organizations of state-owned enterprises must hold high the great banner of socialism with Chinese characteristics, guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of \"Three Represents \", the Scientific Outlook on Development and Xi Jinping's thought of socialism with Chinese characteristics in the new era, adhere to the Party's basic theory, basic line and basic strategy, strengthen the\" four consciousness \", strengthen the \"four self-confidence\" and achieve \"two maintenance \", adhere to and strengthen the Party's overall leadership, insist on managing the Party in an all-round way, strictly administer the Party, highlight the Party's political function, enhance its organizational strength, strengthen its mission and responsibility, promote the deepening reform of state-owned enterprises, improve the modern enterprise system with Chinese characteristics, enhance its economic competitiveness, innovation, control, resistance to influence and risk, and provide a strong political organization for strengthening the state-owned
Article 4.The Party's grass-roots committees (hereinafter referred to as Party committees) shall be established if the number of Party members is more than 100 in state-owned enterprises. If the number of Party members is less than 100, Party committees may also be set up with the approval of the Party organizations at higher levels.
A general branch committee of the Party (hereinafter referred to as the General Party Branch) shall be established if the number of Party members is above 50 or below 100. If the number of Party members is less than 50, the Party branch may also be established with the approval of the Party organization at a higher level.
Article 5 Party committees of state-owned enterprises shall be elected by Party members'congresses or Party members'congresses for a term of five years. The general Party branch and Party branch committees are elected by the Party members'congresses for a term of three years. The term of office shall expire and the general election shall be held on schedule. According to the subordinate relationship of Party organizations and the administrative authority of cadres, Party organizations at higher levels should generally be reminded six months in advance to do the preparatory work for the transition.
The Party committee of the Central Enterprise (Party Group) shall be the main guide for the general election of the Party organizations directly under the Central Enterprise (Unit), and the examination and approval procedures shall be handled in accordance with the relevant provisions of the Party. A Party member's Congress may be convened by the central enterprise and its directly affiliated enterprises (units), and the number of representatives may be allocated to the lower-level enterprises (units) of the Party organizations subordinate to the local Party organizations.
Article 6 Party committees of state-owned enterprises generally consist of five to nine members, not exceeding a maximum of 11 members, of whom one or two are secretaries and one or two deputy secretaries. Where a standing committee is established, the number of members of the standing committee of a party committee shall generally be five to seven, with a maximum of nine members, and the number of members of a party committee shall generally be 15 to 21. Party committee members shall generally be at least three years old, and party committee members of the central enterprise, its directly affiliated enterprises (units) and state-owned enterprises of the province shall be at least five years old.
The Party branch of a state-owned enterprise is generally composed of five to seven members, up to a maximum of nine; the Party branch committee is composed of three to five members, generally not exceeding seven. A Party branch with fewer than seven full members shall have one secretary and one deputy secretary if necessary. Party branch (general Party branch) secretary should have more than 1 year party age.
Article 7 Party secretaries and deputy secretaries of state-owned enterprises and members of the standing committees of party committees that have established standing committees shall generally be elected by the plenary meetings of the committees at the corresponding levels. The results of the election shall be reported to the Party organizations at a higher level for approval.
Article 9 In the course of promoting the reform of the mixed ownership system, state-owned enterprises shall simultaneously set up or adjust the Party organizations, straighten out the subordinate relations of the Party organizations, simultaneously select the heads of the Party organizations and party affairs workers, and carry out the Party's work effectively.
Article 10 If a Party member's organizational relationship is not transferred to a project, R
